The Tours Town Hall was built between 1896 and 1904 by the Tours architect Victor Laloux on the right-hand side of rue Nationale, and was a monumental building, disproportionately large compared to Place Jean-JaurĂšs and the Palais de Justice, designed to reflect the republican virtues and municipal authority. The town hall and the Jean JaurĂšs square evoke a Parisian layout.

On the façade, there are four Atlanteans by François Sicard; to the left and right of the clock, two caryatids (Le Jour et la Nuit) are by Émile Joseph Nestor Carlier (1849-1927). Two elongated characters represent the Loire (left) and the Cher. They are by Jean-Antoine Injalbert. The two wings are decorated: to the west, the Courage and Force of Jean-Baptiste Hughes, and to the east, Education and Vigilance, of Alphonse Cordonnier.

Its roof served as a model for the restoration of Montreal City Hall following its fire in 1922.
